Really wish I could totally disable the onboard wifi hardware though. The USB wifi does not also remain disabled on return from suspend now. In the network manager configuration for the onboard wifi I have disabled "Automatically connect to this network when available" and "All users may connect to this network" in the General Tab.
I do have one work-around that 'seems' to work on the problem box. Have the exact same one on other boxes with LM17.2 too and there's no problem. Glad this worked for you! Unfortunately, for me, the problem child is motherboard based and there's no way in the bios to totally disable that wifi.
(Since I help my cousin over the phone and we are both fairly clueless then the first adapter may never undergo experimentation.)

Further, I suspect that with the right driver and firmware (as prestonR suggested) the first adapter might also work. So changing the adapters seems to have resolved the problem.
